520	3		_aThis work seeks to provide a systematic account of the evolution of Brazil’s role in the post-war international system, focusing on the twenty-one years of military rule from 1964-1985. It will examine the motives and objectives that have shaped Brazilian diplomacy in the period; provide an account of the major developments that have taken place; and analyse the principal internal and external factors that explain Brazil’s international behavior. The primary aim is to address the central, but problematic, question of how far developments in Brazilian foreign relations over the past twenty-one years have enabled the country to attain a more autonomous and independent position in world affairs. The central objective, in other words, is to describe and evaluate Brazil’s ambitions and limitations as a force in contemporary international relations. The book is not intended to be an exhaustive study of every aspect of Brazil’s foreign economic and political relations. Consequently there are a number of areas that are either omitted or treated only in brief. Nor does it attempt to provide a definitive diplomatic history of the period. In the first place, the declassified documentation necessary for such a task remains unavailable – at least for the period after about 1955. In the second place, diplomatic history itself can provide only a partial, although still valuable, picture of a country’s international behavior. In view of this the term “foreign policy” will be used throughout this study in its broad sense, that is, as a term that covers the influence of a wide range of factors – political, diplomatic, strategic and economic – on a country’s international behavior. If foreign policy is “that area of politics which bridges the all important boundary between the nation state and its international environment”, then it is clearly unrealistic to attempt an over rigid separation of the diplomatic and political world on the one hand from the economic on the other.10 This is particularly important in the case of Brazil where, as we shall see, economic factors have played such a central role in almost every aspect of the country’s foreign policy. _cEl texto.
520	3		_aEste trabajo busca brindar un relato sistemático de la evolución del papel de Brasil en el sistema internacional de posguerra, centrándose en los veintiún años de gobierno militar de 1964 a 1985. Examinará los motivos y objetivos que han moldeado la diplomacia brasileña en ese período; brindará un relato de los principales acontecimientos que han tenido lugar; y analizará los principales factores internos y externos que explican el comportamiento internacional de Brasil. El objetivo principal es abordar la cuestión central, pero problemática, de hasta qué punto los acontecimientos en las relaciones exteriores brasileñas durante los últimos veintiún años han permitido al país alcanzar una posición más autónoma e independiente en los asuntos mundiales. El objetivo central, en otras palabras, es describir y evaluar las ambiciones y limitaciones de Brasil como fuerza en las relaciones internacionales contemporáneas. El libro no pretende ser un estudio exhaustivo de todos los aspectos de las relaciones económicas y políticas exteriores de Brasil. En consecuencia, hay una serie de áreas que se omiten o se tratan sólo de manera breve. Tampoco se intenta ofrecer una historia diplomática definitiva del período. En primer lugar, la documentación desclasificada necesaria para tal tarea sigue sin estar disponible, al menos para el período posterior al año1955, aproximadamente. En segundo lugar, la historia diplomática en sí misma puede proporcionar sólo un panorama parcial, aunque todavía valioso, del comportamiento internacional de un país. En vista de esto, el término “política exterior” se utilizará a lo largo de este estudio en su sentido amplio, es decir, como un término que cubre la influencia de una amplia gama de factores –políticos, diplomáticos, estratégicos y económicos– en el comportamiento internacional de un país. Si la política exterior es “ese ámbito de la política que une la importantísima frontera entre el Estado nación y su entorno internacional”, entonces es claramente irrealista intentar una separación demasiado rígida del mundo diplomático y político por un lado, del económico por el otro. Esto es particularmente importante en el caso de Brasil donde, como veremos, los factores económicos han jugado un papel central en casi todos los aspectos de la política exterior del país.
